How to obtain NOC
The following is the requirements needed for NOC obtainment (No Objection Certificate to propose marriage) in Indian Embassy Jakarta, as one of the requirements to register marriage in Civil Register (after receiving testimony from church for the christian and catholic).

1. Take the form provided by Indian Embassy in Jakarta. The form shall be returned with these attachments:
a. Copy of Indian passport from Indian bride/groom (by also showing the original passport)
b. Copy of Statement letter from parents in India executed under seal and legalized by notary (in my case it was legalized by notary in India)

c. Copy of legalized note or statement letter as bachelor or single from kelurahan (for Indonesian bride/groom)
d. Copy of KTP (National ID Card) / Passport of Indonesian bride/groom (I submitted legalized copy of KTP from kelurahan along with illegalized copy of passport).
e. Copy of legalized Kartu Keluarga (Family Card)
f. Passport size of photos on white background for bride and groom, 2 pieces each.

*We were once confused on how to fulfill this, since my husband's family in India did not know how to process the note mentioned. (The marriage of my husband's brother and other relatives' were completely taken care by church including the legal marriage, so we had zero experience before about this), then one of our friends in India helped us contacting notary in India and the following is the draft of statement letter, in case somebody needs it in the future (only as sample).

*this draft shall be printed in Indian seal paper with duty stamp 5 pieces, then stamped, signed, and numbered by local notary *

2. Submit all papers above, then proceed to pay the administration fee (around IDR 200,000 - 300,000),
3. We could collect the documents the next day, as per the visa collection schedule on 3 pm.( But since at that time I submitted the docs on Friday, I could only collect it on monday the next week)
*Here's the NOC example, I wrote it as doc since I don't have scanner and I couldn't find it either on Google):
Basically, NOC is in form of piece of paper printed on a paper with Indian Embassy Header, signed by First Secretary (Consular) and stamped by Indian embassy. Here's the content (I omitted the personal information part):

In this connection, it is stated that marriage is a personal matter. As per Indian Laws, there is no prohibition to marriage with foreign national by an Indian national and this embassy shall not take any responsibility in this regard
